As someone who has more than 150 hours on D.Va in ranked, I can say that her ult is definitely tough to get kills out of. However, value doesn't just come from kills. You can use your ult to stall, zone enemies out, or simply even re-mech. If you want to guarantee yourself kills, you have to read the enemy very well.
When you have to contest high ground on 2nd point Gibraltar or Hollywood and when you want to deny spam from the enemy team (Junkrat, Hanzo spam).
