Makesure you are clicking on Restart from the shutdown menu in Windows 10. If fast startup in Windows 10 is enabled and you do a regular shutdown, the fast startup will interfere with your ability to enter BIOS when you power on again. Clicking on Restart and then trying function keys at restart bypasses Windows fast start-up.

It has seemed to resolve itself. I made the HDD0 the last device to use when booting which allowed the USBFDD0 to be visible.
