Download the zip file x360ce.App-2.1.2.191.zip, then unpack x360ce.exe into the steamapps directory where COD: Ghosts is installed. Make sure your controller is connected to your computer. Run the x360ce.exe program, and answer yes to the prompts to create x360ce.ini and xinput1_3.dll.

I can't find a similar site for CoD, but when I log into Ghosts on my Xbox One, I see ~7k online, but when I log into Ghosts on the Xbox 360, there's between 200k-450k depending on the time of day.
